A resident of Texas, a business entity located in Texas, a governmental subdivision located in Texas, or a public or private organization located in Texas that is not a state agency may petition a state agency for the adoption of a rule or rule change according to the Administrative Procedure Act (Texas Government Code, §2001.021). The State Board for Educator Certification (SBEC) has authority to prescribe the form for a petition and the procedure for its submission, consideration, and disposition.

The form to petition SBEC for adoption of a rule should be signed and can be submitted by either:

• using the submit button at the bottom of the petition form;
• emailing the form directly to sbecrules@tea.texas.gov; or
• mailing the form to Rulemaking Division, Texas Education Agency, 1701 North Congress Avenue, Austin Texas 78701-1494.
