OverviewÌý

The bilingual/English as a Second Language (ESL) summer school program aims to provide emergent bilingual (EB) students with opportunities to develop their academic language skills in English and, when applicable, their home language, while strengthening content knowledge and skills. All school districts and open-enrollment charter schools (school systems) required to provide a bilingual education or ESL program to serve identified EB students during the 2024-2025 school year must provide this summer school program, including those with approved bilingual education exceptions and/or ESL waivers. The program is available to incoming kindergarten and 1st grade EB students whose parents have given consent for their participation in a bilingual education or ESL program during the current school year.

  • Funding (and subsequent reimbursements) has been appropriated and will be processed in the Fall of 2025 through the Grants Administration Division.   • Reimbursement amounts will be based on teaching units with 18 students or a fraction thereof constituting one unit. Since the appropriation for this program is a fixed amount, it will be necessary to prorate unit allotments if enrollment exceeds projections.Ìý
  • Based on 2024 program costs, it is suggested that school systems plan for reimbursements of approximately $1,300 per unit. Business managers should be informed that the fund code is 289 and that payment to the school system will be provided through direct deposit. Ìý
  • In accordance with , school systems operating a two-semester system are required to offer the program for one-half day for eight weeks while school is recessed for the summer or for a total of 120 hours of instruction on a schedule established by the board of trustees or governing board.Ìý
  • School systems operating year-round schools are required to offer a program during one or multiple intercessions for a total of 120 hours of instruction.Ìý
  • For students who have not attended school previously and could possibly be identified as an emergent bilingual student, requirements related to testing and classification of students must be followed.Ìý
  • Please note that data will be collected through the Public Education Information Management System (PEIMS) for summer school 2024. This indicator code is collected in Submission 4 only, and the due date to the Texas Education Agency is August 22, 2025.Ìý
