Requisitions in EMAT
A requisition is an order for instructional materials placed in EMAT in which 91Èȱ¬ sends the order directly to the publisher and deducts payment from a local educational agency's (LEA) Instructional Materials and Technology Allotment (IMTA) fund, State Board of Education (SBOE)-Approved Instructional Materials entitlement, and/or their State-Developed Open Education Resource (OER) entitlement. Requisitions can only be used to purchase state-adopted and SBOE-approved materials.ÌýÌýÌý

The Requisition Process
The process for placing orders through a requisition is as follows:
- An LEA submits a requisition for state-adopted or SBOE-approved instructional materials.ÌýÌý
- Allotment and/or entitlement funds are deducted from an LEA’s account in EMAT.ÌýÌý
- 91Èȱ¬ reviews the requisition and will reach outÌýif additional information is needed for approval.
- If the requisition is approved, 91Èȱ¬ will send the order directly to the publisher for fulfillment.ÌýÌý
- Once the publisher fulfills and ships the order, 91Èȱ¬ pays the publisher.ÌýÌý

Requisition Request Statuses
When creating a requisition, there are three request statuses, including In Progress, Submitted, and Complete:ÌýÌý
- A requisition in progressÌýhas been saved or reopened but not submitted.Ìý
- A ²õ³Ü²ú³¾¾±³Ù³Ù±ð»åÌý°ù±ð±ç³Ü¾±²õ¾±³Ù¾±´Ç²Ô is a request waiting for review by 91Èȱ¬. After review, submitted disbursements may be approved or reopened.Ìý
- A completed requisition has been approved by 91Èȱ¬ and the order has been sent to the publisher for fulfillment.Ìý
Types of Requisitions
There are two different kinds of requisitions: program and component.Ìý
- A program requisition allows an LEAÌýto purchase an entire package or bundle of state-adopted or SBOE-approved instructional materials.ÌýÌýProgramÌýrefers to the bundled package available that includes all listed components.Ìý

A component requisition allows an LEA to purchase an individual item, or component, of a program offeringÌý
Steps for Creating a RequisitionÌý
The steps for creating a program requisition and component requisition vary slightly. Please review each step carefully and double-check every requisition before submitting.ÌýÌý

Steps for Creating and Submitting a Program RequisitionÌý
- Log into 91Èȱ¬L and choose the EMAT application.Ìý
- On the district start page, click Create New RequisitionÌýon the Program Requisition row.Ìý
- Select the Program Requisition tab.Ìý
- Select theÌýgrade level of the program intendedÌýfor purchase.Ìý
- Note that elementary Languages Other Than English (LOTE) can be found in grade 1 and middle school LOTE is in grade 6.ÌýÌý
- Click the magnifying glass to select the multiple list code (MLC) of the program.ÌýÌý
- If you’re not sure what the MLC is for the grade level and course of the program, refer to the MLC webpage.ÌýÌý
- Select the MLC from the provided list.Ìý
- Click the magnifying glass to search for the ISBN of the intended program for purchase.Ìý
- Once the ISBN is found, select the Program ISBN from the list.Ìý Ìý
- If needed, click the item details icon to view detailed information about the selected program item, including: the full program title, comments section with package information, and Texas Essential Knowledge and Skills (TEKS) coverageÌýpercentages.Ìý
- After the program is selected, enter the quantity needed in the Student Requisition Quantity (Student Req Qty) field and/or the Teacher Requisition Quantity (Teacher Req Qty) field.Ìý
- If the program is a student package, enter the number of students that will need materials.
- If the program is a teacher package, enter the number needed for teachers in the Teacher Requisition Quantity field and then enter the number of students the teacher will be teaching using this material.ÌýÌý
- Please note that no quantity fields can be left blank. All quantity fields require a whole number greater than 0.Ìý
- Once the quantity is entered, the extended amount field will automatically calculate the total cost of the requisition.Ìý
- To submit a requisition, click on requisition summary and then submit to 91Èȱ¬.ÌýÌý
- To view the requisition summary, click view/print requisition summary before hitting submit.Ìý
Steps for Creating and Submitting a Component RequisitionÌý
- Log into 91Èȱ¬L and choose the EMAT application.Ìý
- On the district start page, click Create New Requisition on the Component Requisition row.Ìý
- Select theÌýComponent Requisition tab.Ìý
- Select the grade level of the program intendedÌýfor purchase.ÌýÌýÌý
- Note that elementary LOTE can be found in grade 1 and middle school LOTE is in grade 6.ÌýÌý
- Click the magnifying glass to select the multiple list code (MLC) of the parent program that contains the necessary component(s).Ìý
- If you’re not sure what the MLC is for the grade level and course of the program, refer to the MLC webpage.ÌýÌý
- Select the MLC from the provided list.ÌýÌý
- Then, click the magnifying glass to search for the ISBN of the parent program that contains the necessary component(s).Ìý
- A component is only a part of a program. As such, the parent program, the program the component is a part of,Ìýneeds to be found so the intended component can be identified.ÌýÌý
- Once the parent program ISBN is found, click the magnifying glass to select the ISBN of the intended component for purchase.Ìý
- If needed, click the black diagonal arrow icon to view detailed information about the selected component item.ÌýÌý
- After the component is selected, enter the quantity needed in the Student Requisition Quantity (Student Req Qty) field and/or the Teacher Requisition Quantity (Teacher Req Qty) field.
- If the program is a student package, enter the number of students that will need materials.
- If the program is a teacher package, enter the number needed for teachers in the Teacher Requisition Quantity field and then enter the number of students the teacher will be teaching using this material.ÌýÌý
