All proposed new rules, proposed amendments to existing rules, and proposed repeals approved for first reading by the State Board of Education (SBOE) and filed with the Texas Register are available here. The rule text on this page reflects what was approved for first reading by the SBOE. Rule actions will remain on this page until approved for second reading by the SBOE and filed as adopted with the Texas Register. The SBOE agenda provides detailed information on these proposed rules.

Proposed Amendment to 19 TAC Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship, §61.1, Continuing Education for School Board Members
Summary: The proposed amendment would establish new eligibility requirements for trainers of school boards to include a background check, establish that only individuals (not organizations) are eligible to provide training to school board trustees, and prohibit trainers of school boards from engaging in political advocacy during training.
Resumen en Español: La modificación propuesta establecería nuevos requisitos de elegibilidad para capacitadores de juntas escolares, que incluirían una verificación de antecedentes, determinarían que solo los individuos (no las organizaciones) son elegibles para impartir capacitación a los administradores de juntas escolares y prohibirían que los capacitadores de juntas escolares participen en actividades de gestoría política durante la capacitación.

Proposed New 19 TAC Chapter 67, State Review and Approval of Instructional Materials, Subchapter B, State Review and Approval, §67.27, IMRA Reviewers: Eligibility and Appointment; §67.29, IMRA Reviewers: Training, Duties, and Conduct; §67.31, Procedures for Public Access to and Handling of IMRA Samples; §67.33, Public Comment on Instructional Materials; §67.39, Updates to Approved Instructional Materials; and §67.41, New Editions of Approved Instructional Materials, and Subchapter C, Local Operations, §67.61, Sample Copies of Instructional Materials for School Districts; and §67.63, Selection and Local Adoption of Instructional Materials by School Districts
Summary: The proposed new sections would implement House Bill 1605, 88th Texas Legislature, Regular Session, 2023, by defining the procedures and policies for the selection, appointment, training, and duties of instructional materials review and approval (IMRA) reviewers; outlining the procedures for IMRA public access and public comment; and specifying procedures for materials to be updated or revised following approval by the board. The proposed new sections would also outline the procedures for local districts to adopt instructional materials.
Resumen en Español: Las nuevas secciones propuestas implementarían la Ley 1605 de la Cámara de Representantes (HB), 88.° Legislatura de Texas, sesión ordinaria, 2023, mediante la definición de los procedimientos y políticas para la selección, designación, capacitación y funciones de revisores encargados de la revisión y aprobación de materiales educativos (IMRA); la descripción de los procedimientos para el acceso y los comentarios del público respecto a IMRA; y la especificación de los procedimientos para que los materiales se actualicen o modifiquen después de la aprobación de la junta. Las nuevas secciones propuestas también describirían los procedimientos para que los distritos locales adopten materiales educativos.

Proposed Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, §74.3, Description of a Required Secondary Curriculum
Summary: The proposed amendment would update the list of high school courses for science that are required to be offered to students.

Summary: The proposed new sections would add Texas Essential Knowledge and Skills for state-approved innovative courses in the following career and technical education career clusters: agriculture, food, and natural resources; business, marketing, and finance; health science; hospitality and tourism; information technology; and law and public service.
Resumen en Español: Las nuevas secciones propuestas agregarían los exámenes de conocimientos y habilidades esenciales de Texas (TEKS) para cursos innovadores con aprobación estatal en los siguientes grupos de carreras de educación profesional y técnica: agricultura, alimentos y recursos naturales; negocios, mercadeo y finanzas; ciencias de la salud; hotelería y turismo; tecnología de la información; y derecho y servicio público.
