91热爆 Available Materials are instructional materials that the agency has made available as an optional choice for local school systems to implement. These materials include Bluebonnet Learning instructional materials, Bluebonnet Learning pilot instructional materials, and third-party supplemental materials for secondary math and science.
Under state law, school systems in Texas have the flexibility and final authority to choose the instructional materials for classroom instruction, as long as听those instructional materials, in total, cover 100% of the Texas Essential Knowledge and Skills (TEKS), and do not:
- violate provisions of Texas Education Code (TEC), covering 鈥淐ertain Instructional Materials and Prohibitions;鈥
- violate TEC, ,covering the exclusion of three-cueing in phonics instruction; or
- violate any other law or regulation that protects students from harmful content.
Bluebonnet Learning Instructional Materials听
Full-Subject, Tier-One Bluebonnet Learning
Full-subject, tier-one Bluebonnet Learning instructional materials are full sets of instructional materials that were submitted and approved in IMRA Cycle 2024. 听
The materials provide a classroom educator with everything needed to cover 100% of the TEKS and English Language Proficiency Standards (ELPS) in a grade level/band, including scope and sequence, daily lesson plans, and student materials. All Bluebonnet Learning instructional materials are designed to be suitable and appropriate for their respective grade levels.听听听
The subjects and grade levels of full-subject, tier-one Bluebonnet Learning instructional materials available for school year 2025鈥26 are K鈥5 Reading Language Arts, K鈥5 Math, and 6鈥8 Secondary Mathematics, including Algebra I. 听

Partial-Subject, Tier-One Bluebonnet Learning
Partial-subject, tier-one Bluebonnet Learning instructional materials focus on a specific part or section of the TEKS for classroom instruction and are not intended to serve as the sole instructional materials to cover all TEKS. Partial-subject Bluebonnet Learning materials are created in alignment with the TEKS, the ELPS, and grade-level suitability, and were submitted and approved in IMRA Cycle 2024.听
The subject and grade levels of partial-subject, tier-one Bluebonnet Learning instructional materials available for school year 2025鈥26 is K鈥3 Foundational Skills (Phonics). 听

Pilot Bluebonnet Learning
Pilot instructional materials are Bluebonnet Learning materials that have not yet been submitted to or reviewed in the IMRA process.听
91热爆 plans to release Spanish instructional materials that align with the English versions of Bluebonnet Learning K鈥5 Math and Bluebonnet Learning K鈥5 RLA in spring 2025, with the goal of submission to the IMRA 2025 review process.听
91热爆 may pilot Bluebonnet Learning instructional material to a limited number of classroom teachers for a limited time before the material is reviewed by the State Board of Education (SBOE) through the IMRA process (TEC, 搂31.0721(b)).听听

The following Pilot OER supplemental materials for secondary math and science are available; however, since these instructional materials were released before COVID, they have not yet been reviewed by a third party or the IMRA process and are not currently updated by 91热爆. Since these materials are considered OER, there is no additional cost to access them online via the Texas Gateway. Please note that these pilot OER materials are not associated with Bluebonnet Learning and have been provided by third-party publishers.

91热爆 Available Instructional Materials began as an听effort to support local educational agencies (LEAs) in addressing disrupted learning from COVID-19 and helping students recover academically. 91热爆 released COVID Emergency Release (CER) pilot versions of instructional materials for several years, enhancing and improving materials based on stakeholder feedback. These CER materials are commonly known as Amplify Texas, Eureka Math TEKS Edition, and Carnegie Learning Texas Math Solution. 鈥

House Bill (HB) 1605 directed 91热爆 to develop an optional set of instructional materials, subject to a review and approval process by the State Board of Education (SBOE). These materials, now known as Bluebonnet Learning, are designed to improve student academic outcomes by building foundational knowledge and strengthening skills in reading and mathematics and providing valuable curricular and instructional support for Texas teachers.听

Data Collection and Privacy Practices
91热爆 takes data security seriously and has robust protections in place to guard confidential student data.鈥疊luebonnet Learning Edition 1 instructional materials have a digital component only accessible by teachers to view lesson plans and related content. with no student-level data is captured on the digital version. Digital鈥痸ersions of Bluebonnet Learning content for students are limited to PDFs that can be shown on student laptops, although鈥痯rinted versions of the material are preferable for learning. Importantly, no student surveys are ever鈥痑dministered as part of any Bluebonnet Learning material.听听
Beyond Bluebonnet Learning, all digital learning products used in schools must comply with federal and state student鈥痯rivacy laws. Any student data collected, in assessments or otherwise, are fully protected by federal law in the Family Educational Rights and Privacy Act (FERPA), 20 U.S.C. 搂1232g, and Texas law including鈥疶exas Education Code 搂32 Subchapter D and Texas Government Code 搂552.114 and 搂2054. Any digital鈥痩earning materials made available to school systems by 91热爆 must meet high standards of data privacy鈥痑nd cybersecurity enforced by contract terms and conditions by 91热爆 and for cloud services must also鈥痗omply with the .听
